Dr. Asha-Rose Mtengeti Migiro is one of Tanzania’s most distinguished stateswomen and globally respected diplomats. She currently serves as the Secretary General of Chama Cha Mapinduzi (CCM), Tanzania’s ruling party. Renowned for her intellect, integrity, and trailblazing leadership, she stands as a symbol of African excellence in national, continental, and international governance.
Academic and Professional Foundation
• She earned her Bachelor of Laws (LL.B) and Master of Laws (LL.M) from the University of Dar es Salaam.
• In 1992, she completed her Ph.D. in Law at the University of Konstanz, Germany.
• Before entering active politics, she served as a senior law lecturer at the University of Dar es Salaam, where she headed key departments, including Constitutional & Administrative Law and Civil & Criminal Law, shaping generations of legal scholars and public servants.

• On 1 February 2007, Dr. Migiro was appointed Deputy Secretary-General of the United Nations, becoming the third person and one of the most senior women globally to ever hold the position. She served with distinction until 2012.
• Following her tenure, she was appointed UN Secretary-General’s Special Envoy for HIV/AIDS in Africa, leading high-level advocacy for health, dignity, and sustainable development across the continent.
National Executive Leadership
• From 2000 to 2006, she served as Minister of Community Development, Gender and Children’s Affairs, championing social inclusion, gender equity, and child protection.
• In January 2006, she made history as Tanzania’s Minister of Foreign Affairs, becoming the first woman since independence to hold this prestigious office.
